OAI-PMH (Open Archives Initiative Protocol for Metadata Harvesting) defines rules for the exchange of metadata across digital repositories. A digital repository can use OAI-PMH to allow external metadata aggregators to harvest metadata from the repository. Unqualified Dublin Core is the basic metadata requirement for a repository implementing OAI-PMH.
